Strengthening Grassroots Democracy

In many tribal villages of Jharkhand, local governance structures existed in name only. Village councils lacked awareness of their rights, powers, and responsibilities. Decisions were often made by a few influential individuals, leaving marginalized voices unheard. This initiative aimed to transform these councils into vibrant democratic institutions.

We worked with 50 village councils across three districts, training 400 council members on democratic governance, financial management, development planning, and rights advocacy. The program emphasized inclusive participation, ensuring representation of women, youth, and marginalized communities in decision-making processes.

Building Capacity for Change

The transformation has been profound. Village councils now hold regular meetings with full participation. They've successfully accessed government schemes worth ₹2 crores for infrastructure development. Councils have passed resolutions on critical issues like open defecation, child marriage, and forest conservation, actively implementing them.

Financial transparency has improved dramatically. All 50 councils now maintain proper accounts and display budget information publicly. Women's representation in meetings has increased from 15% to 45%. Youth committees have been formed to address education and employment issues, bringing fresh perspectives to local governance.

Community Voices

"We never knew we had the power to demand our rights," says Budhni Oraon, a tribal woman council member. "Now we question officials, track budgets, and ensure every rupee is spent properly." Rajesh Mahto, a youth leader, adds, "The councils are no longer old men's clubs. We're part of decisions that shape our future."
